HEB completes feedback excercise on Thaipusam 2016



Thaipusam is of deep religious significance to Hindus. The HEB’s priority is to ensure that the event is conducted in an orderly and dignified manner.

2 The HEB has completed the public feedback exercise on Thaipusam. This was conducted over 10 sessions involving more than 100 participants. The HEB has since been
engaged in extensive discussions with the Government on the feedback gathered.

3 The HEB takes serious note of the Government’s view that the foremost concern is to tackle disorderly behaviour during the procession, which undermines the sanctity of the
festival. The arrests of three men at Thaipusam 2015 highlight the procession’s law and order risks. One of the men had assaulted the police officers and all three used vulgarities against
the officers. The incident was further inflamed by untrue remarks posted online. All the
individuals involved in the Thaipusam 2015 incident have been charged and their cases are
before the courts.

4 The vast majority of participants are law-abiding and fulfil their religious obligations
in an orderly manner. It is a small minority who seem to cause disturbance. Rules are
therefore needed to ensure that the majority enjoy a safe and orderly Thaipusam.

5 Drawing from the feedback gathered from the Hindu community, the HEB has
requested the Government to consider several key recommendations. These include:
a. Improving the flow and movement of devotees along the route;
b. Ensuring no alcohol sale and consumption along the route; and
c. Introducing more music during the procession.

6 The Government has agreed to most of the recommendations. Some key adjustments
include:
a. Allowing the last kavadi to leave the Sri Srinivasa Perumal temple at 7.00pm;
b. Stepping up enforcement against alcohol sale and consumption along the route; and
c. Providing for seven additional music points, comprising four music transmission
points and three “live” music instrument points for certified musicians to provide
religious music for devotees.

7 The HEB will be reducing the costs for Kavadi carrying by half and waiving the
deposits. In addition, the HEB will be distributing information booklets and CDs with
religious hymns to participants. The HEB is also in discussions with the Government on
increasing the number of water points (thaneer panthals).

8 The HEB seeks the cooperation of Thaipusam participants to help ensure a safe and
smooth Thaipusam in 2016. The HEB will be briefing participants of next year’s Thaipusam
in December 2015. Details of the briefing will be announced separately.
